TNO (Nederlandse Organisatie voor Toegepast Natuurwetenschappelijk Onderzoek) is a Dutch independent applied research organisation operating under the TNO Act. Its Space and Scientific Instrumentation directorate is based at Stieltjesweg, Delft, and has contributed precision optical instrumentation to ESA Copernicus and other major space programmes for more than three decades.[^tno-eo-overview]

TNO developed the UVN-OBM (Ultraviolet Visible Near-infrared Optical Bench Module) for Tropomi, the atmospheric trace-gas sensor aboard ESA's Sentinel-5P satellite. The UVN-OBM integrates the shared telescope, calibration unit, and three of the instrument's four spectrometer channels. Key enabling technologies include freeform optics and immersed grating technology.[^tno-tropomi] Tropomi launched in October 2017 and has operated continuously at 824 km altitude, delivering daily global maps of ozone, nitrogen dioxide, methane, sulfur dioxide, formaldehyde, and carbon monoxide at 7x7 km resolution.

For Sentinel-5 aboard MetOp-SG A1, TNO developed the UV1 spectrometer (270-310 nm) and two high-resolution optical telescopes with nanometer-smooth mirror surfaces. Instruments are being produced in triplicate to support the 21-year constellation lifetime.[^tno-sentinel5] Sentinel-5 launched in August 2025 on Ariane 6.

For EarthCARE, TNO designed and manufactured the VNS module of the Multi Spectral Imager (MSI), covering visible, near-infrared, and shortwave-infrared bands, in cooperation with Surrey Satellite Technology.[^tno-earthcare] EarthCARE launched in May 2024.

TNO also leads optical system development for the TANGO nanosatellite pair, carrying Spectrolite compact instruments for CO2, CH4, and NOx monitoring at ~300 m spatial resolution, with direct heritage from Tropomi technology.[^tno-tango]

Beyond Earth observation, TNO has contributed optical designs to JWST/MIRI and the Gaia astrometry mission, and develops laser satellite communication terminals and optical ground telescope systems. Its Stieltjesweg campus in Delft houses the Centre for Optics Manufacturing and the Instrument Manufacturing Delft precision engineering facility.

TNO is distinct from SRON (an NWO-funded research institute focused on space science) and from NLSA (the Netherlands Space Agency responsible for national space policy and funding coordination). TNO's role is applied technology development and instrument realisation for ESA and other space agencies.
