Japan International Cooperation Agency

Japan's bilateral ODA implementing agency; institutional co-developer of JJ-FAST tropical deforestation alert system with JAXA (PALSAR-2 SAR-based). Contributes ODA implementation framework, partner-country engagement, and capacity building. Not an EO operator or data processor.

JICA (Japan International Cooperation Agency) is Japan's bilateral overseas development assistance implementing body, established in August 1974 through the consolidation of the Overseas Technical Cooperation Agency and Japan Emigration Service.[^jica-history] It operates as an Incorporated Administrative Agency (dokuritsu gyosei hojin) under the Ministry of Foreign Affairs, governed by the Japan International Cooperation Agency Law.

In the Earth observation domain, JICA is not an EO operator, sensor manufacturer, or data processing entity. Its engagement with EO is institutional: JICA provides the international cooperation framework that enables EO-derived information systems to reach developing-country governments. The primary example is JJ-FAST (JICA-JAXA Forest Early Warning System in the Tropics), a tropical deforestation alert system co-developed with JAXA, with data updates first documented from 2016.[^jjfast-main]

Within JJ-FAST, JICA's contribution is the ODA implementation layer: engagement with partner-country ministries and forestry agencies, capacity building for interpreting and acting on alert data, and institutional facilitation that embeds the system in government workflows across tropical-forest countries in South America, Central America, Africa, Asia, and Oceania. JAXA provides all technical infrastructure: ALOS-2 PALSAR-2 L-band SAR data, the detection algorithm (v4.2 launched April 2026), and the public alert portal at JAXA EORC. The JICA-first naming of JJ-FAST reflects the ODA partnership structure, not technical primacy.[^jjfast-main]

JJ-FAST alert data is distributed via Global Forest Watch (GFW/WRI) and the JAXA EORC portal, with API access available for registered users since September 2021. The system operates on approximately a 14-16 day update cycle. Partners include the Forest Governance Initiative and the International Tropical Timber Organization. The system experienced a temporary service interruption from December 2024, with operations resuming around April 2026 following the v4.2 algorithm launch.

JICA is led by President TANAKA Akihiko in his second term since April 2022.[^jica-president]
