CEOS LPV Stage 0-4 Validation Hierarchy

The CEOS Land Product Validation (LPV) subgroup's Stage 0-4 hierarchy is the international standard for expressing validation maturity of satellite-derived land products. Stage 0 (no assessment) through Stage 4 (systematic, fiducial-reference-backed updates) defines the common scale against which products across twelve thematic focus areas (including Land Cover, Aboveground Biomass, Vegetation Index, and Evapotranspiration) are assessed and compared.

CEOS WGCV IVOS Calibration and Validation Framework

CEOS WGCV IVOS is the Infrared and Visible Optical Sensors Subgroup, the international sensor-level calibration and validation protocol authority for VNIR, SWIR, and TIR optical EO instruments. It defines Pseudo-Invariant Calibration Sites, inter-sensor cross-calibration protocols, and vicarious calibration best practices that anchor radiometric harmonisation across hyperspectral missions including PRISMA, EnMAP, EMIT, and HISUI.

FAO Global Forest Resources Assessment

METHODOLOGY . Food and Agriculture Organization of the United Nations

Quinquennial FAO-led methodology and reporting framework consolidating official national statistics on forest area, growing stock, biomass, ownership, management, disturbance, and related variables across 194 countries and areas. FRA defines standardised national reporting tables, forest and deforestation definitions, and the FRA Remote Sensing Survey methodology using the Landsat archive via Google Earth Engine and Collect Earth Online for sampling-based area estimation. First conducted in 1948 and quinquennial since FRA 1990, it is the canonical global authority on forest statistics against which all satellite-derived forest area products are benchmarked.

USGS Spectral Library Version 7

METHODOLOGY . U.S. Geological Survey

The USGS Spectral Library Version 7 (Kokaly et al. 2017, Data Series 1035) is the canonical open-access collection of laboratory, field, and airborne reflectance spectra for minerals, rocks, soils, coatings, liquids, organic compounds, vegetation, and artificial materials. It is the primary reference end-member library for spaceborne mineral mapping workflows including EMIT L2B, ASTER-based alteration mapping, and EnMAP mineral abundance retrieval.

Warsaw Framework for REDD+ MRV

METHODOLOGY . UNFCCC Secretariat

Multilateral methodology framework adopted at COP 19 (Warsaw, December 2013) governing how developing countries measure, report, and verify forest emission reductions to access results-based payments. Comprises seven decisions (9/CP.19 through 15/CP.19) covering results-based finance, national forest monitoring systems, forest reference emission levels, safeguards information, and MRV modalities. Decision 11/CP.19 mandates national forest monitoring systems combine remote sensing with ground-based inventory, making satellite-derived forest area change data an obligatory input to national REDD+ reporting. Integrated under Article 5 of the Paris Agreement; in force as of 2026.
