Starsem managed commercial launch services using the Soyuz family of launch vehicles.[1] The company describes its creation in 1996 and its historical role in international Soyuz sales for telecommunications systems, scientific spacecraft, and Earth observation and meteorological platforms.[2]
Its documented service scope covered marketing, sales and management of Soyuz commercial launches, with mission management from contract signature through launch.[2] Starsem described systems engineering and analysis, production and delivery of the launch vehicle and associated hardware, and adaptations to customer requirements as part of that scope.[2] The service description also included ground facilities, spacecraft and launch-vehicle integration, telemetry and tracking support, post-launch activities, logistics assistance, quality assurance and safety activities.[2]
At Baikonur, the documented campaign sequence began with spacecraft arrival and preparation, followed by spacecraft filling, assembly of the launch vehicle's lower stages and combined operations.[3] Starsem described a mission manager as the customer's single point of contact for launch-service activities.[2]
