King Abdulaziz City for Science and Technology is a Saudi government research institute, not a standalone space agency. It is an independent governmental scientific organization founded in 1977 as SANCST, renamed KACST in 1985, and headquartered in Riyadh.[1] Its EO relevance comes through the Space Research Institute role and KACST-built Saudi Earth observation missions rather than through a commercial data-sales storefront.[1] SaudiSat-3 launched in 2007 as a KACST-built Earth observation satellite with sub-15 m imaging and a data-collection relay function.[2][3] SaudiSat-5A and SaudiSat-5B launched together in 2018 as KACST-built high-resolution Earth observation satellites with hyperspectral imaging capability.[4] SGS-1/HellasSat-4 is a geostationary communications satellite, so it should not be treated as part of KACST's EO mission signal.[5]
